各(ge)省、自(zi)治(zhi)区、直辖市及新疆生产建设兵团(tuan)人力资源社会保障厅(局),国(guo)务院各(ge)部(bu)委、各(ge)直属机(ji)构(gou)人事部(bu)门:

为(wei)贯彻落实党中央、国务(wu)院yabo官(guan)网加快实施创(chuang)(chuang)(chuang)新(xin)(xin)驱(qu)动发(fa)展(zhan)战略、深(shen)化人(ren)才发(fa)展(zhan)体制(zhi)机制(zhi)改革、大(da)力推进(jin)大(da)众创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)万(wan)众创(chuang)(chuang)(chuang)新(xin)(xin)和(he)做好新(xin)(xin)形势下就(jiu)业(ye)(ye)(ye)(ye)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)工作的(de)总体部署和(he)要(yao)求(qiu),发(fa)挥事(shi)(shi)业(ye)(ye)(ye)(ye)单位(wei)在(zai)科(ke)技(ji)创(chuang)(chuang)(chuang)新(xin)(xin)和(he)大(da)众创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)万(wan)众创(chuang)(chuang)(chuang)新(xin)(xin)中的(de)示(shi)范引导作用,激发(fa)高(gao)校、科(ke)研(yan)院所等事(shi)(shi)业(ye)(ye)(ye)(ye)单位(wei)(简称“事(shi)(shi)业(ye)(ye)(ye)(ye)单位(wei)”)专业(ye)(ye)(ye)(ye)技(ji)术人(ren)员科(ke)技(ji)创(chuang)(chuang)(chuang)新(xin)(xin)活力和(he)干事(shi)(shi)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)热(re)情(qing),促(cu)进(jin)人(ren)才在(zai)事(shi)(shi)业(ye)(ye)(ye)(ye)单位(wei)和(he)企业(ye)(ye)(ye)(ye)间合理流动,营(ying)造有利于创(chuang)(chuang)(chuang)新(xin)(xin)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)的(de)政策和(he)制(zhi)度环境,按照简政放权、放管结合、优化服(fu)务(wu)的(de)要(yao)求(qiu),现就(jiu)支持和(he)鼓励事(shi)(shi)业(ye)(ye)(ye)(ye)单位(wei)专业(ye)(ye)(ye)(ye)技(ji)术人(ren)员创(chuang)(chuang)(chuang)新(xin)(xin)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)(ye)提出以下指(zhi)导意见。

一、支持和鼓励(li)事业单(dan)位选(xuan)派专(zhuan)业技(ji)术人员到企业挂职或(huo)者参与项目合作

事业单位(wei)选派符合条(tiao)件(jian)的专业技术人员到企(qi)业挂职或(huo)者(zhe)参与项目合作,是强(qiang)化科技同(tong)经济对接(jie)、创(chuang)(chuang)新成果同(tong)产业对接(jie)、创(chuang)(chuang)新项目同(tong)现(xian)实生产力对接(jie)的重要举措,有助于实现(xian)企(qi)业、高校、科研院所协同(tong)创(chuang)(chuang)新,强(qiang)化对企(qi)业技术创(chuang)(chuang)新的源头支持。

事业单(dan)位专业技术人员到(dao)企(qi)业挂职(zhi)或者参(can)(can)与(yu)(yu)项(xiang)目(mu)合(he)作(zuo)期间,与(yu)(yu)原单(dan)位在岗(gang)人员同等(deng)享有参(can)(can)加职(zhi)称评审、项(xiang)目(mu)申报、岗(gang)位竞聘、培训、考核、奖励(li)等(deng)方面(mian)权利(li)。合(he)作(zuo)期满(man),应返回原单(dan)位,事业单(dan)位可以按照(zhao)有关规定对业绩突(tu)出人员在岗(gang)位竞聘时予以倾斜(xie);所从事工作(zuo)确未结束的(de),三方协商一致(zhi)可以续签协议。专业技术人员与(yu)(yu)企(qi)业协商一致(zhi),自愿流动到(dao)企(qi)业工作(zuo)的(de),事业单(dan)位应当及(ji)时与(yu)(yu)其解(jie)除聘用合(he)同并办理相关手(shou)续。

事业(ye)(ye)(ye)单(dan)位(wei)选(xuan)派专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)技(ji)术(shu)(shu)人(ren)员到企业(ye)(ye)(ye)挂职(zhi)(zhi)或者参与(yu)项(xiang)目合作(zuo),应当根(gen)据(ju)实际情况,与(yu)专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)技(ji)术(shu)(shu)人(ren)员变(bian)更聘用(yong)合同(tong),约定(ding)岗位(wei)职(zhi)(zhi)责和(he)考核(he)、工资(zi)待遇等(deng)管理办法。事业(ye)(ye)(ye)单(dan)位(wei)、专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)技(ji)术(shu)(shu)人(ren)员、企业(ye)(ye)(ye)应当约定(ding)工作(zuo)期限、报(bao)酬(chou)、奖励等(deng)权利义(yi)务,以及(ji)依(yi)据(ju)专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)技(ji)术(shu)(shu)人(ren)员服务形成(cheng)的新(xin)技(ji)术(shu)(shu)、新(xin)材料(liao)、新(xin)品种以及(ji)成(cheng)果转让、开发(fa)收益等(deng)进(jin)行权益分配等(deng)内容。

二、支持和(he)鼓(gu)励事业(ye)单位专业(ye)技术人员兼职创新或(huo)者在(zai)职创办企业(ye)

支(zhi)持和鼓(gu)励事业(ye)(ye)(ye)单(dan)(dan)位(wei)专(zhuan)业(ye)(ye)(ye)技术人员到与本单(dan)(dan)位(wei)业(ye)(ye)(ye)务领域(yu)相(xiang)近企(qi)业(ye)(ye)(ye)、科研机构、高校、社会组织等(deng)兼职(zhi),或者利用与本人从事专(zhuan)业(ye)(ye)(ye)相(xiang)关的创业(ye)(ye)(ye)项目在(zai)职(zhi)创办企(qi)业(ye)(ye)(ye),是鼓(gu)励事业(ye)(ye)(ye)单(dan)(dan)位(wei)专(zhuan)业(ye)(ye)(ye)技术人员合理利用时间(jian),挖掘创新(xin)潜力(li)的重要举(ju)措,有助于推动科技成果加快向现实生产力(li)转化。

事业(ye)单(dan)(dan)位(wei)专业(ye)技术人员在兼职(zhi)单(dan)(dan)位(wei)的工作(zuo)(zuo)业(ye)绩或者(zhe)在职(zhi)创办企业(ye)取得的成绩可以作(zuo)(zuo)为其职(zhi)称评审(shen)、岗(gang)位(wei)竞聘(pin)、考核等(deng)的重要依据。专业(ye)技术人员自愿流(liu)动到兼职(zhi)单(dan)(dan)位(wei)工作(zuo)(zuo),或者(zhe)在职(zhi)创办企业(ye)期间提出解(jie)除聘(pin)用合同的,事业(ye)单(dan)(dan)位(wei)应当及(ji)时与其解(jie)除聘(pin)用合同并办理相(xiang)关手续。

事(shi)(shi)(shi)业(ye)(ye)(ye)(ye)单位专(zhuan)(zhuan)业(ye)(ye)(ye)(ye)技术(shu)人员(yuan)兼(jian)职(zhi)(zhi)(zhi)或者在(zai)(zai)(zai)职(zhi)(zhi)(zhi)创(chuang)办(ban)企业(ye)(ye)(ye)(ye),应该(gai)同时保证履行(xing)本单位岗位职(zhi)(zhi)(zhi)责、完成本职(zhi)(zhi)(zhi)工作(zuo)。专(zhuan)(zhuan)业(ye)(ye)(ye)(ye)技术(shu)人员(yuan)应当(dang)提出书面申请,并(bing)经单位同意(yi);单位应当(dang)将(jiang)专(zhuan)(zhuan)业(ye)(ye)(ye)(ye)技术(shu)人员(yuan)兼(jian)职(zhi)(zhi)(zhi)和在(zai)(zai)(zai)职(zhi)(zhi)(zhi)创(chuang)办(ban)企业(ye)(ye)(ye)(ye)情况在(zai)(zai)(zai)单位内部进行(xing)公(gong)示。事(shi)(shi)(shi)业(ye)(ye)(ye)(ye)单位应当(dang)与专(zhuan)(zhuan)业(ye)(ye)(ye)(ye)技术(shu)人员(yuan)约(yue)定兼(jian)职(zhi)(zhi)(zhi)期限(xian)、保密、知识产权保护等事(shi)(shi)(shi)项(xiang)。创(chuang)业(ye)(ye)(ye)(ye)项(xiang)目涉及事(shi)(shi)(shi)业(ye)(ye)(ye)(ye)单位知识产权、科研(yan)成果的,事(shi)(shi)(shi)业(ye)(ye)(ye)(ye)单位、专(zhuan)(zhuan)业(ye)(ye)(ye)(ye)技术(shu)人员(yuan)、相(xiang)关企业(ye)(ye)(ye)(ye)可以订立协议,明确(que)权益分配等内容。

三、支持和鼓励事业(ye)单位专(zhuan)业(ye)技术人员离岗创新创业(ye)

事业单位专业技(ji)术人员带着科(ke)(ke)研项目和成果离岗创(chuang)办(ban)科(ke)(ke)技(ji)型企(qi)(qi)业或者到企(qi)(qi)业开展(zhan)创(chuang)新工作(zuo)(简称离岗创(chuang)业),是充分发挥市场在人才资源配(pei)置(zhi)中(zhong)的决定性作(zuo)用,提高人才流动性,最大(da)限度(du)激发和释放创(chuang)新创(chuang)业活力的重要举措,有助(zhu)于科(ke)(ke)技(ji)创(chuang)新成果快速(su)实现产(chan)业化,转(zhuan)化为现实生产(chan)力。

事业(ye)(ye)单(dan)(dan)(dan)位(wei)(wei)专业(ye)(ye)技术(shu)人(ren)员(yuan)离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)期(qi)(qi)间(jian)依(yi)法继续在(zai)原(yuan)单(dan)(dan)(dan)位(wei)(wei)参(can)加社会保(bao)险(xian),工(gong)(gong)资、医疗等待遇(yu),由各地各部(bu)门根据(ju)国家和地方有关政(zheng)(zheng)策(ce)结合实际(ji)确定(ding),达到国家规定(ding)退休条件的(de),应(ying)(ying)当及时办理退休手续。创(chuang)业(ye)(ye)企(qi)业(ye)(ye)或所工(gong)(gong)作(zuo)企(qi)业(ye)(ye)应(ying)(ying)当依(yi)法为(wei)离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)人(ren)员(yuan)缴纳工(gong)(gong)伤(shang)保(bao)险(xian)费用,离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)人(ren)员(yuan)发(fa)生工(gong)(gong)伤(shang)的(de),依(yi)法享(xiang)受工(gong)(gong)伤(shang)保(bao)险(xian)待遇(yu)。离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)期(qi)(qi)间(jian)非因工(gong)(gong)死亡(wang)的(de),执行(xing)人(ren)事关系所在(zai)事业(ye)(ye)单(dan)(dan)(dan)位(wei)(wei)抚恤金和丧葬费规定(ding)。离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)人(ren)员(yuan)离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)期(qi)(qi)间(jian)执行(xing)原(yuan)单(dan)(dan)(dan)位(wei)(wei)职称(cheng)评审、培训、考核(he)、奖励等管(guan)理制度。离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)期(qi)(qi)间(jian)取得的(de)业(ye)(ye)绩、成(cheng)果等,可以作(zuo)为(wei)其职称(cheng)评审的(de)重要依(yi)据(ju);创(chuang)业(ye)(ye)业(ye)(ye)绩突出(chu),年(nian)度考核(he)被确定(ding)为(wei)优秀(xiu)档(dang)次的(de),不占原(yuan)单(dan)(dan)(dan)位(wei)(wei)考核(he)优秀(xiu)比例(li)。离(li)(li)岗(gang)(gang)创(chuang)业(ye)(ye)期(qi)(qi)间(jian)违反事业(ye)(ye)单(dan)(dan)(dan)位(wei)(wei)工(gong)(gong)作(zuo)人(ren)员(yuan)管(guan)理相(xiang)关规定(ding)的(de),按照事业(ye)(ye)单(dan)(dan)(dan)位(wei)(wei)人(ren)事管(guan)理条例(li)等相(xiang)关政(zheng)(zheng)策(ce)法规处理。

事(shi)业(ye)(ye)(ye)单(dan)(dan)位对离(li)岗(gang)(gang)创业(ye)(ye)(ye)人(ren)员(yuan)离(li)岗(gang)(gang)创业(ye)(ye)(ye)期间空(kong)出的岗(gang)(gang)位,确因(yin)工(gong)作(zuo)需要,经同(tong)级(ji)事(shi)业(ye)(ye)(ye)单(dan)(dan)位人(ren)事(shi)综合管理(li)部(bu)门(men)同(tong)意,可按(an)国家有关(guan)规定用(yong)于聘用(yong)急(ji)需人(ren)才(cai)。离(li)岗(gang)(gang)创业(ye)(ye)(ye)人(ren)员(yuan)返回的,如(ru)无(wu)相(xiang)应岗(gang)(gang)位空(kong)缺,可暂时突破岗(gang)(gang)位总量(liang)聘用(yong),并逐步(bu)消化。离(li)岗(gang)(gang)创业(ye)(ye)(ye)人(ren)员(yuan)离(li)岗(gang)(gang)创业(ye)(ye)(ye)期间,本人(ren)提(ti)(ti)出与原单(dan)(dan)位解(jie)除(chu)聘用(yong)合同(tong)的,原单(dan)(dan)位应当依(yi)法(fa)解(jie)除(chu)聘用(yong)合同(tong);本人(ren)提(ti)(ti)出提(ti)(ti)前返回的,可以提(ti)(ti)前返回原单(dan)(dan)位。离(li)岗(gang)(gang)创业(ye)(ye)(ye)期满无(wu)正当理(li)由未按(an)规定返回的,原单(dan)(dan)位应当与其解(jie)除(chu)聘用(yong)合同(tong),终止人(ren)事(shi)关(guan)系,办理(li)相(xiang)关(guan)手续(xu)。

事(shi)(shi)(shi)业(ye)(ye)单(dan)(dan)位(wei)专(zhuan)业(ye)(ye)技术人员(yuan)离(li)(li)岗(gang)创(chuang)业(ye)(ye),须提出书面(mian)申请(qing),经单(dan)(dan)位(wei)同(tong)意,可(ke)在3年内(nei)保留(liu)人事(shi)(shi)(shi)关(guan)系。对离(li)(li)岗(gang)创(chuang)办科(ke)技型企业(ye)(ye)的,按规定享受国家创(chuang)业(ye)(ye)有关(guan)扶(fu)持政策(ce)。事(shi)(shi)(shi)业(ye)(ye)单(dan)(dan)位(wei)与离(li)(li)岗(gang)创(chuang)业(ye)(ye)人员(yuan)应当订(ding)立(li)离(li)(li)岗(gang)协(xie)(xie)议(yi),约定离(li)(li)岗(gang)事(shi)(shi)(shi)项(xiang)、离(li)(li)岗(gang)期限、基本待遇、保密(mi)、成果归属等内(nei)容,明(ming)确双方权利(li)义务(wu),同(tong)时相应变更聘用(yong)合(he)同(tong)。离(li)(li)岗(gang)创(chuang)业(ye)(ye)项(xiang)目涉(she)及原单(dan)(dan)位(wei)知识产权、科(ke)研成果的,事(shi)(shi)(shi)业(ye)(ye)单(dan)(dan)位(wei)、离(li)(li)岗(gang)创(chuang)业(ye)(ye)人员(yuan)、相关(guan)企业(ye)(ye)可(ke)以订(ding)立(li)协(xie)(xie)议(yi),明(ming)确收(shou)益(yi)分配(pei)等内(nei)容。

四(si)、支(zhi)持(chi)和鼓励(li)事业单(dan)位(wei)设置创新型岗位(wei)

在事业单位(wei)设置(zhi)创(chuang)新型岗位(wei),是促进事业单位(wei)全面参与(yu)国家创(chuang)新体系建(jian)设的重要举措(cuo),有(you)助于充分发挥高校、科研院所等事业单位(wei)人力资源和技术资源优势,加(jia)快(kuai)推动(dong)科技创(chuang)新。

事(shi)业(ye)单位(wei)(wei)(wei)(wei)(wei)(wei)(wei)可根据(ju)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)作需要(yao)设(she)置开(kai)展(zhan)科(ke)(ke)技(ji)(ji)项(xiang)目开(kai)发(fa)(fa)、科(ke)(ke)技(ji)(ji)成(cheng)(cheng)果推(tui)广和(he)转化(hua)、科(ke)(ke)研(yan)(yan)社(she)会(hui)服(fu)务等工(gong)(gong)(gong)(gong)作的(de)(de)(de)(de)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)(简称“创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)”),并按规(gui)定调(diao)整岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)设(she)置方(fang)案(an)。通过调(diao)整岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)设(she)置难(nan)以满足创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)作需求(qiu)的(de)(de)(de)(de),可按规(gui)定申(shen)(shen)请设(she)置特设(she)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei),不受岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)总(zong)量和(he)结构(gou)比(bi)例限(xian)制。创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)人(ren)(ren)选可以通过内部竞聘(pin)(pin)上岗(gang)或(huo)者(zhe)面向社(she)会(hui)公(gong)开(kai)招聘(pin)(pin)等方(fang)式产生,任职(zhi)条(tiao)件(jian)(jian)要(yao)求(qiu)具有与履行(xing)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)职(zhi)责(ze)相符的(de)(de)(de)(de)科(ke)(ke)技(ji)(ji)研(yan)(yan)发(fa)(fa)、科(ke)(ke)技(ji)(ji)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)、科(ke)(ke)技(ji)(ji)成(cheng)(cheng)果推(tui)广能力(li)和(he)水平。事(shi)业(ye)单位(wei)(wei)(wei)(wei)(wei)(wei)(wei)根据(ju)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)作实际(ji),可探索(suo)在(zai)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)实行(xing)灵活、弹性的(de)(de)(de)(de)工(gong)(gong)(gong)(gong)作时(shi)间,便于工(gong)(gong)(gong)(gong)作人(ren)(ren)员合理(li)安(an)排利(li)用时(shi)间开(kai)展(zhan)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)作。事(shi)业(ye)单位(wei)(wei)(wei)(wei)(wei)(wei)(wei)绩(ji)效(xiao)工(gong)(gong)(gong)(gong)资分配(pei)应(ying)当(dang)向在(zai)创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)做出(chu)突(tu)出(chu)成(cheng)(cheng)绩(ji)的(de)(de)(de)(de)工(gong)(gong)(gong)(gong)作人(ren)(ren)员倾斜。创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)作人(ren)(ren)员依法(fa)取得的(de)(de)(de)(de)科(ke)(ke)技(ji)(ji)成(cheng)(cheng)果转化(hua)奖(jiang)励收入,不纳入单位(wei)(wei)(wei)(wei)(wei)(wei)(wei)绩(ji)效(xiao)工(gong)(gong)(gong)(gong)资;取得的(de)(de)(de)(de)技(ji)(ji)术项(xiang)目开(kai)发(fa)(fa)、科(ke)(ke)技(ji)(ji)成(cheng)(cheng)果推(tui)广和(he)转化(hua)、科(ke)(ke)研(yan)(yan)社(she)会(hui)服(fu)务成(cheng)(cheng)果,应(ying)当(dang)作为职(zhi)称评审(shen)、项(xiang)目申(shen)(shen)报、岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)竞聘(pin)(pin)、考核(he)、奖(jiang)励的(de)(de)(de)(de)重要(yao)依据(ju)。事(shi)业(ye)单位(wei)(wei)(wei)(wei)(wei)(wei)(wei)应(ying)当(dang)与创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)作人(ren)(ren)员订(ding)立或(huo)者(zhe)变更(geng)聘(pin)(pin)用合同(tong)(tong),聘(pin)(pin)用合同(tong)(tong)内容应(ying)当(dang)符合创(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)作实际(ji),明确合同(tong)(tong)期限(xian)、岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)职(zhi)责(ze)要(yao)求(qiu)、岗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)作条(tiao)件(jian)(jian)、工(gong)(gong)(gong)(gong)资待遇(yu)、社(she)会(hui)保(bao)险、合同(tong)(tong)变更(geng)、终止(zhi)和(he)解除的(de)(de)(de)(de)条(tiao)件(jian)(jian)、违反合同(tong)(tong)的(de)(de)(de)(de)责(ze)任等条(tiao)款,双方(fang)协商(shang)一致,可以约定知(zhi)识(shi)产权保(bao)护等条(tiao)款。

事业(ye)(ye)单位(wei)(wei)(wei)(wei)可以设立流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei),吸引有创新(xin)实践经验的企业(ye)(ye)管理人(ren)才(cai)(cai)、科(ke)技人(ren)才(cai)(cai)和(he)海(hai)外高水平创新(xin)人(ren)才(cai)(cai)兼职。事业(ye)(ye)单位(wei)(wei)(wei)(wei)设置流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei),可按规定申请调整工资总额,用于发放流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei)人(ren)员工作(zuo)(zuo)报酬(chou)。流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei)人(ren)员通过公开招聘、人(ren)才(cai)(cai)项目引进等方式(shi)(shi)被事业(ye)(ye)单位(wei)(wei)(wei)(wei)正式(shi)(shi)聘用的,其(qi)在(zai)流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei)工作(zuo)(zuo)业(ye)(ye)绩可以作(zuo)(zuo)为事业(ye)(ye)单位(wei)(wei)(wei)(wei)岗(gang)位(wei)(wei)(wei)(wei)聘用和(he)职称评审的重(zhong)要依据。事业(ye)(ye)单位(wei)(wei)(wei)(wei)应(ying)当与(yu)流(liu)动(dong)(dong)岗(gang)位(wei)(wei)(wei)(wei)人(ren)员订立协议(yi),明确工作(zuo)(zuo)期限、工作(zuo)(zuo)内容(rong)、工作(zuo)(zuo)时间、工作(zuo)(zuo)要求、工作(zuo)(zuo)条(tiao)件、工作(zuo)(zuo)报酬(chou)、保密、成果归(gui)属(shu)等内容(rong)。

五、组(zu)织实施(shi)

各级(ji)人(ren)力(li)资源(yuan)社会(hui)保障部(bu)门(men)要(yao)(yao)(yao)(yao)树(shu)立大局意识(shi)(shi),充分认(ren)识(shi)(shi)到(dao)支持和鼓(gu)励事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)专(zhuan)业(ye)(ye)(ye)技(ji)术人(ren)员参与创新创业(ye)(ye)(ye)工作的(de)重要(yao)(yao)(yao)(yao)意义,把这项工作摆到(dao)重要(yao)(yao)(yao)(yao)议事(shi)(shi)(shi)日程。要(yao)(yao)(yao)(yao)解放思想,大胆创新,结合(he)本地区本部(bu)门(men)实(shi)(shi)际,细化相关政(zheng)(zheng)(zheng)策(ce),研(yan)究具体措施(shi),做(zuo)到(dao)真正切(qie)实(shi)(shi)管(guan)用;要(yao)(yao)(yao)(yao)加强组(zu)织(zhi)实(shi)(shi)施(shi),指(zhi)(zhi)导(dao)事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)主管(guan)部(bu)门(men)和事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)落实(shi)(shi)文件要(yao)(yao)(yao)(yao)求,建(jian)立健全内(nei)部(bu)管(guan)理制度,确保政(zheng)(zheng)(zheng)策(ce)落到(dao)实(shi)(shi)处;要(yao)(yao)(yao)(yao)搞好跟踪(zong)服务(wu),切(qie)实(shi)(shi)解决事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)专(zhuan)业(ye)(ye)(ye)技(ji)术人(ren)员创新创业(ye)(ye)(ye)中的(de)实(shi)(shi)际困难,解决他们的(de)后(hou)顾之忧,为(wei)事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)专(zhuan)业(ye)(ye)(ye)技(ji)术人(ren)员投身创新发(fa)展实(shi)(shi)践提供人(ren)事(shi)(shi)(shi)政(zheng)(zheng)(zheng)策(ce)保障。同时(shi),要(yao)(yao)(yao)(yao)通(tong)过完善聘用合(he)同管(guan)理、强化考核等办法,加强规(gui)范(fan)管(guan)理;指(zhi)(zhi)导(dao)事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)按规(gui)定定期将离(li)岗创业(ye)(ye)(ye)人(ren)员情况按程序报(bao)主管(guan)部(bu)门(men)并(bing)同级(ji)事(shi)(shi)(shi)业(ye)(ye)(ye)单(dan)位(wei)人(ren)事(shi)(shi)(shi)综合(he)管(guan)理部(bu)门(men)备(bei)案(an)。要(yao)(yao)(yao)(yao)及(ji)(ji)时(shi)研(yan)究解决政(zheng)(zheng)(zheng)策(ce)实(shi)(shi)施(shi)过程中碰到(dao)的(de)新情况、新问题,重点(dian)问题及(ji)(ji)时(shi)向人(ren)力(li)资源(yuan)社会(hui)保障部(bu)报(bao)告。
